Most free PDF sites upload your file to a server, convert it there and hope you do not think too hard about where that copy lives afterwards. These tools do the work in your browser instead, which means a document with your bank details or a signed agreement in it stays on your machine.
It also makes them fast. There is no upload to wait for, no queue, no daily limit and no watermark on the way out. Large files are limited only by your own memory rather than somebody's free tier.
Which one you want depends on the job. If a form rejected your file for being too large and it is a scan, Compress PDF redraws the pages at screen resolution, and hands back your untouched original when compressing would have made it bigger. If the pages came out of the scanner sideways, Rotate PDF shows every page as a thumbnail so you click the crooked ones instead of typing page numbers.
