Photo tools are the ones people are most careless about: it is easy to drop a passport scan or a family picture into the first website that ranks. These run locally, so there is no copy of your image sitting in someone else's storage bucket.
Working locally also means you can see the result instantly and tune it. Change a quality slider and the new file size appears immediately, instead of waiting for another round trip to find out you compressed it too far.
The two most common jobs are worth separating. When a portal names a limit in kilobytes, use Compress Image to Size: it searches for the highest quality that fits under the number rather than guessing at a percentage, and says so plainly when the limit cannot be met.
